Senate to Accept 3-Month Highway Bill, Stay Another Week
The Senate will accept a House bill to provide a three-month extension of highway
programs, as well as preventing a veterans funding shortfall.
Senate Majority Leader Mitch McConnell, R-Ky., said Tuesday the Senate will take
up the highway extension from the House that will run to Oct. 29. He also said
the House will pass a long-term bill that will ultimately go to conference with
the Senate’s long-term bill.

The Senate’s Cybersecurity Bill Is in Trouble
After a pair of massive cyberattacks compromised the personal information of more
than 22 million people, most of whom work or worked for the government, lawmakers
saw an opportunity to push for cybersecurity legislation that has been stuck in
Congress for years.
Despite the calls for urgency, passing a bill won’t be easy.
The Cybersecurity Information Sharing Act, or CISA, a Senate bill intended to facilitate
the exchange of cyberthreat information between the private sector and the government,
has been dogged by conflict and concerns about overreach, and is falling prey to
partisan fights that have nothing to do with the issue.

Chuck Grassley’s Closer Than Ever to Giving in on Mandatory-Minimum Reform
In March, Sen. Chuck Grassley, the newly empowered Senate Judiciary Committee chairman,
delivered an impassioned speech from the floor on the dangers of the “leniency industrial
complex.”
According to Grassley, there was a growing misconception out there that mandatory
minimums for drug offenders needed to be reduced.
