GOP presidential hopefuls blast Obama on climate

Top Republican candidates for president blasted the Obama administration’s landmark
climate rule for power plants.

Citing concerns like the science behind climate change or the economy, 2016 hopefuls
said at a late Sunday event hosted by Freedom Partners that President Obama’s carbon
limits will only hurt the country.

Sen. Ted Cruz (R-Texas) said climate change simply isn’t happening, and the temperature

Cybersecurity Bill Faces Time Crunch as Recess Approaches

With the Senate clocking out for the summer at the end of the week, there is precious
little time to get skeptical senators on board for a major overhaul of the nation’s
cybersecurity laws-the final item on Majority Leader Mitch McConnell’s pre-recess
checklist.

Already, privacy advocates have launched a coordinated push to point out what they
consider a lack of privacy protections in the bill, which is intended to facilitate
cybersecurity coordination between the private sector and the government. Supporters
say the law would allow both to build more secure defenses against online intruders.

Senate Passes Long-Term Highway Bill, Short-Term Extension

The Senate passed its long-term highway bill (HR 22) shortly after noon Thursday,
and then agreed to a House-passed three-month extension (HR 3236) before completing
work for the day.

The margin for final passage of the long-term bill was fairly healthy, 65-34. The
House’s patch was passed in overwhelming fashion: 91-4.

McConnell Looks to Take on Cybersecurity Bill Next Week

After wrapping up a protracted battle over a highway-funding measure, the Senate
is expected to turn its attention next week to a controversial cyberinformation-sharing
law before heading home for recess.

Senate Majority Leader Mitch McConnell said Thursday that he will take up the cybersecurity
legislation if the Senate fails to proceed on a measure to defund Planned Parenthood.
Moving the Planned Parenthood measure forward requires 60 votes, likely an insurmountable
hurdle with most Democrats expected to vote against it.

A Brief Electoral History of Recently Indicted Congressmen

It might be easy to scoff at Democratic Rep. Chaka Fattah of Pennsylvania for talking
about his re-election bid on the same day he faced a 29-count indictment on corruption
charges, but the most recent members of the House to be indicted held their own
at the ballot box, at least initially. The last two members of the House to be indicted
won their next election.

After New York Republican Rep. Michael G. Grimm was indicted in 2014, I wrote about
how it reminded me of one of my worst mistakes as a political handicapper and how
I didn’t want to repeat it. Apparently, I’m a slow learner.

Treasury Secretary Says Extraordinary Measures to Avoid Default Will Last Until
October

Treasury Secretary Jacob Lew says his department will likely not run out of “extraordinary
measures” it is taking to avoid default before late October, but after that point
there are no guarantees.

In a letter to House Speaker John Boehner, Lew said that the U.S. had hit its statutory
debt limit on March 16 and had begun taking extraordinary measures, such as a suspension
period for investments in the Civil Service Retirement Fund, and the suspension
of daily reinvestment of Treasury securities held by the Government Securities Investment
Fund of the Federal Employees’ Retirement Thrift Savings Plan.

Congress faces fall from hell

Speaker John Boehner, addressing a roomful of fellow House Republicans on Tuesday
morning, described a major, six-year highway bill crafted by the Senate as a “piece
of shit,” according to sources in the room. Senate Republicans have been only slightly
more charitable about the House’s three-month measure, calling it another lame procrastination
on an issue that needs to be dealt with now.

The GOP Congress is likely to dispense with the highway issue in the next few days
and skip town for a long summer break. But it won’t be any easier when lawmakers
return – far from it.

The Senate’s Cybersecurity Bill Is in Trouble

The Senate’s on the road to shipping the House a six-year highway bill before leaving
for August recess, despite the fact House members won’t be around to debate it.

Senators voted Wednesday morning to clear the final major procedural hurdle on the
highway measure, but that could be the chamber’s last significant bill before the
August recess, even with the Senate planning to stick around for another week. Other
than advancing a three-month bill to keep transportation programs running past the
end of July, there’s little thus far on the schedule for the first week of August.

Senate to Accept 3-Month Highway Bill, Stay Another Week

The Senate will accept a House bill to provide a three-month extension of highway
programs, as well as preventing a veterans funding shortfall.

Senate Majority Leader Mitch McConnell, R-Ky., said Tuesday the Senate will take
up the highway extension from the House that will run to Oct. 29. He also said
the House will pass a long-term bill that will ultimately go to conference with
the Senate’s long-term bill.

The Senate’s Cybersecurity Bill Is in Trouble

After a pair of massive cyberattacks compromised the personal information of more
than 22 million people, most of whom work or worked for the government, lawmakers
saw an opportunity to push for cybersecurity legislation that has been stuck in
Congress for years.

Despite the calls for urgency, passing a bill won’t be easy.

The Cybersecurity Information Sharing Act, or CISA, a Senate bill intended to facilitate
the exchange of cyberthreat information between the private sector and the government,
has been dogged by conflict and concerns about overreach, and is falling prey to
partisan fights that have nothing to do with the issue.

Chuck Grassley’s Closer Than Ever to Giving in on Mandatory-Minimum Reform

In March, Sen. Chuck Grassley, the newly empowered Senate Judiciary Committee chairman,
delivered an impassioned speech from the floor on the dangers of the “leniency industrial

McCarthy: House will not vote on Senate’s highway funding bill

House Majority Leader Kevin McCarthy (R-Calif.) on Monday said his chamber will
not vote on the Senate’s six-year highway bill.

McCarthy’s declaration that the House will not be “taking up the Senate bill” means
a short-term extension is the only way to prevent a lapse in

federal infrastructure funding at the end of the week.

It also means the Export-Import Bank, linked to the highway bill in the Senate,
will not be renewed until September at the earliest.

With House Defiant, Senate Eyes a 2-Month Highway Bill

Democrats might be his opposition, but the House is Mitch McConnell’s enemy.

Facing an end-of-the-week deadline, a Congress itching to go home for the August
recess, and an interchamber gulf over how to fund the nation’s roads and whether
to revive the Ex-Im Bank, the Senate majority leader’s most likely option may be
to put forward a bill extending the Highway Trust Fund for two months.

That would be an annoying yet familiar setback for a Senate that hopes to pass a
long-term, six-year bill-the longest such reauthorization in a decade.

Mitch McConnell summons restive Republicans for ‘combative’ sitdown

Senate Majority Leader Mitch McConnell got his hands on something he believed to
be damning: An email from Sen. Mike Lee’s aide to conservative activists plotting
to use an Obamacare vote as a political weapon.

So McConnell quickly summoned the GOP to a closed-door session in the Senate’s Mansfield
Room Monday night. And he made sure his caucus read the email, placing a copy on
every Republican senator’s chair before they arrived. A lawmaker in the room described
the mood as “combative.”

House, Senate heading for showdown on highway funding

Senate and House Republicans are heading to a showdown over transportation spending.

Senate Majority Leader Mitch McConnell (R-Ky.) wants to pass a six-year highway
deal before Thursday to give the House time to take it up before the August recess,
according to a Senate GOP leadership source.

But opposition to the Senate bill is growing on the other side of the Capitol.

Senate votes to revive Ex-Im

The Senate in a rare Sunday session has voted to advance legislation reauthorizing
the Export-Import Bank, which expired last month.

Over objections from conservatives, the Senate voted 67-26 to end debate on a measure
to add language reauthorizing the bank’s charter to federal highway spending legislation.
A vote to formally add the language to the highway bill will come later this week.

Despite Rebukes, Ted Cruz Doubles Down on Charge McConnell Lied

The Senate opened Sunday with a reading by the Senate President Pro Tem Orrin G. Hatch of the Senate’s rules of decorum, in an apparent
rebuke of Sen. Ted Cruzcalling Majority Leader Mitch McConnell a liar on Friday. And things got more personal from
there.

Shortly thereafter, McConnell defended his actions setting up a vote to revive the
Export-Import Bank, even though he opposes it – and other top Republicans rebuked
Cruz on the floor even as the Texas Republican came to the floor to defend his comments
in an extraordinary speech of his own.

After Years of Debate and a Late Flurry of Deals, Education Bill Moves Forward

After a winding debate and several near-death experiences, the first major rewrite
of education law in more than a dozen years passed the Senate on Thursday, a bill
that could be among the biggest accomplishments of the 114th Congress.

Sponsors of the measure, which was approved on a huge bipartisan vote and would
affect 50 million children and over 98,000 public schools, hope for the president’s
signature by the end of the year after what is sure to be a heated debate with negotiators
from the House, which has passed a more conservative bill.

Senate eyes long-term highway deal

Top senators from both parties sounded increasingly confident on Thursday that they
could negotiate a long-term highway bill, just a day after the House passed the
latest in a series of short-term patches.
Senators were even still talking up the idea that they could finish off a $275 billion,
six-year deal before the looming July 31 deadline, even as most acknowledged that
any final product would likely be quite a bit shorter.

McCarthy to Senate: Keep Ex-Im out of highway bill

House Majority Leader Kevin McCarthy (R-Calif.) warned the Senate on Thursday to
pass a clean transportation funding extension as senators weigh adding the controversial
Export-Import bank to the infrastructure legislation.

Lawmakers are facing a July 31 deadline for the expiration of current infrastructure
funding, and senators have toyed with the idea of including an extension of the
Ex-Im Bank’s charter in their version of the new highway bill.

Republicans plot strategy to repeal ObamaCare

Supreme Court upholds ObamaCare subsidies

The 6-3 decision authored by Chief Justice John Roberts is a huge victory for President
Obama; it ensures that consumers purchasing health insurance on the federal exchange
in roughly 34 states will continue to be able to do so.

Black lawmakers call for removal of Confederate flag on government property

House GOP leader sees gas tax as politically unfeasible  

House Majority Leader Rep. Kevin McCarty (R-Calif.) said Monday that a gas tax hike is unlikely to be approved by Congress this year.
Transportation advocates have pushed for a gas tax increase to help pay for an extension of an infrastructure funding measure that is scheduled to expire on July 31.
