The uninsured rate fell just 0.2 percentage points since last year. That slowdown comes as growth in sign-ups for coverage on ObamaCare’s marketplaces is also falling. The administration hopes to add about one million people for next year in the sign-up period that began Tuesday, from 12.7 million to 13.8 million.
