The peace and quiet on Capitol Hill over the last five weeks is coming to an end.
Iran will take center stage this week in both the House and Senate as lawmakers’
first order of business upon their return Tuesday from the August recess.
Enough Senate Democrats have announced support for the international accord on Iran’s
nuclear program to sustain President Obama’s veto of a disapproval resolution. House
Minority Leader Nancy Pelosi (D-Calif.) also expressed confidence last week that
her caucus will vote in sufficient numbers to protect the president’s veto, since
more than 100 House Democrats have announced their support.

Countdown to shutdown begins
Congress returns from its long summer vacation Tuesday to an all-out, three-week
sprint to avert a government shutdown – and no apparent plan yet to quell the conservative
rebellion over Planned Parenthood that has dramatically increased the odds of a
closure.
The mad dash – just 10 legislative work days to solve the shutdown crisis, in between
major votes on the Iran nuclear deal and the first-ever papal address to a joint
session of Congress – presents a major test for Republican leaders in both chambers
who vowed to end crisis-driven legislating.

Congress Veers Closer to Social Security Cliff
Paul Ryan has emphasized reforming the Social Security disability program
so that disabled workers have more incentive to go back to work. Sources on
and off Capitol Hill, liberal and conservative, say that House Republicans
are now shaping a proposal in pursuit of that goal.
But depending on the final form it takes, the policy could become a political
flash point between Republicans and Democrats-and complicate Congress’s efforts
to avert a 20 percent benefit cut to 9 million disabled workers and their
families next year.
