McConnell eyes fall talks to avert shutdown

Sen. Mitch McConnell (R-Ky.) on Tuesday said he would begin negotiations with Democrats
to prevent a government shutdown in September.

The majority leader vowed there would not be another shutdown on his watch – but
it could be difficult to avoid, given the long list of thorny issues he will have
to tackle this fall.

Funding for the government is set to run out at the end of September, and Democrats
and the White House want to increase defense and nondefense spending.

Mental-Health Reform Gaining Momentum in Congress

Momentum around mental-health reform is building in Congress and gathering bipartisan
support as a response to mass violence and the reality that gun control is a nonstarter.

On Wednesday, Sens. Bill Cassidy and Chris Murphy introduced a new bill outlining
a comprehensive set of reforms of the mental-health system. Thursday, the Senate
Health, Education, Labor and Pensions Committee will mark up Chairman Lamar Alexander
and Ranking Member Patty Murray’s mental-health bill. In the House, Rep. Tim Murphy
is campaigning harder than ever for action on his reform legislation while Energy
and Commerce Chairman Fred Upton has said the committee will take up mental-health
reform in the fall.

Dems demand amendments to cyber bill

Senate Democrats are ramping up the pressure on Republicans to allow some amendments
to a cybersecurity bill this week, even though there’s some division in their own
ranks about the merits of the information-sharing measure.

Five privacy-minded Democratic senators said they were seeking “a reasonable number
of amendments” for the cybersecurity legislation, in a letter delivered Tuesday
to their leader, Senate Minority Leader Harry Reid. Majority Leader Mitch McConnell
(R-Ky.) has teed the bill up for Senate action later this week.
