  • IRS Rules for 501(c)(3) Organizations – Public charities may lobby within certain limits. Excessive lobbying puts an organization’s exemption at risk, while an optional 501(h) election outlines clear expenditure caps. 501(c)(3)s are absolutely prohibited from political campaign intervention.
  • Private-Foundation Funding Safe Harbors – General-support grants are allowed if they aren’t earmarked for lobbying, and specific-project grants are allowed if they aren’t earmarked and the grant amount doesn’t exceed the project’s non-lobbying budget.
